Sealed proposals will be received by McMillan Pazdan Smith Architects, (MPS, Inc.) at their offices located at 100 Church Street, Suite 700, Huntsville, Alabama 35801, for the construction of

until 2:00 p.m. local time, on Thursday, September 24, 2026; at which time and place all bid proposals will be opened and publicly read.
Only General Contractors who have been approved to bid pursuant to pre-qualification procedures and criteria established by the Owner will be eligible to submit a bid proposal for this project. Written pre-qualification procedures and criteria are available from the Architect.
The deadline for submission of Prequalification Proposals is 10:00 a.m. CST, on Monday August 31.
Prequalified General Contractors will be notified of their approval status prior to the distribution of Project Documents. Bid Documents will be provided electronically as PDFs and will be distributed as specified in the prequalification requirements.
Project Documents will be made available to pre-qualified contractors at 8:00 a.m. CST, Wednesday, September 2, 2026.
Addenda and other information will be issued only to holders of Project Documents distributed by the Architect. If needed, hard copies of Bid Documents may be obtained from Datatek Reprographics at 2108 Island Circle Drive, Huntsville, AL 35801. Hard copy costs are at the requestor’s expense and to be paid to the provider. Subcontractors and suppliers may obtain Bid Documents thru a bidding contractor. MPS Architects, P.C., accepts no responsibility for the distribution of plans and specifications to sources outside of those specifically acknowledged by the Architect. Contractors, subcontractors and vendors are required to review and acknowledge all bid documents. Those who base their pricing on other sources in part or in whole, do so at their own risk.
Notice of Sales & Use Tax Exemption: Materials incorporated into the Work are exempt from sales and use tax pursuant to Alabama Act No. 2013-205 (effective October 01, 2013). The contractor and their subcontractors shall be responsible for complying with rules and regulations of the Sales, Use, and Business Tax Division of the Alabama Department of Revenue regarding certificates and other qualifications to claim such exemption when making qualifying purchases from vendors. The Owner shall not consider claims for additional costs resultant of the contractor’s, or their subcontractor’s, failure to comply with such rules and regulations.
This agreement is for services related to a project that is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act (“IIJA”), Pub. L. 177-58. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States, as further outlined by the Office of Management and Budget’s Memorandum M-22-11, Initial Implementation Guidance on Application of Buy America Preference in Federal Financial Assistance Programs for Infrastructure, April 18, 2022.
Bids must be submitted on proposal forms furnished by the Architect or copies thereof. All bidders bidding in amounts exceeding that established by the State Licensing Board for general Contractors must be licensed under the provisions of Title 34, Chapter 8, Code of Alabama, 1975, and must show evidence of license before bidding or bid will not be received or considred by the Architect (Engineer); the bidder shall show such evidence by clearly displaying his or her current license number on the outside of the sealed envelope in which the proposal is delivered. The Owner reserves the right to reject any or all proposals and to waive techinical errors if, in the Owner’s judgement, the best interests of the Owner will thereby be promoted.
Alabama Law (Section 41-4-116, Code of Alabama 1975) provides that every bid submitted and contract executed shall contain a certification that the vendor, contractor, and all of its affiliates that make sales for delivery into Alabama or leases for use in Alabama are registered, collecting, and remitting Alabama state and locals sales, use, and/or lease tax on all taxable sales and leases into Alabama.
