FOR BIDS
Sealed bids for the Tank Maintenance Program will be received by Limestone County Water and Sewer Authority (LCWSA/Owner) at the LCWSA Operations Building, 17218 Hwy 72 West, Athens, AL until 10:00 am, prevailing time, on February 20, 2025 at which time the bids shall be publicly opened and read. Sealed bids submitted prior to the bid opening should be clearly marked on the outside of the envelope and sent to LCWSA Attn: Alan Lash. The mandatory prequalification process and required submittals are included in the Specifications.
In general, the Project includes the services of an experienced water storage tank maintenance firm to enter into a long-term, full service agreement to provide a maintenance and asset management program for the water storage tanks within the Owner’s potable water system. This program shall include, but is not limited to, the following: inspection, rehabilitation, as-needed repairs, recoating, washout services, and preventive maintenance. The selected firm shall enter into a multi-year agreement to assume full responsibility and accountability for all maintenance issues related to the Owner’s water storage tanks.

Proposals shall be accompanied by a bid bond or a cashier’s check in an amount of five percent (5%) of the total bid price or $10,000 whichever is less, payable without recourse to the LCWSA. Check or bid bond shall be provided as a guarantee that the Bidder will enter into a contract within fourteen (14) days after Notice of Award. The successful bidder shall be required to furnish annual performance and payment bonds for the estimated cost of work to be completed each year. Performance bonds shall be 100% of the annual estimate and payment bonds shall be 50% of the annual estimate. Performance and Payment Bonds shall be from an approved surety company holding a permit from the State of Alabama to act as surety.
This project is considered a “Public Works” project and is governed by competitive bid laws as contained in Title 39 (1997) of the Alabama Code. Bidders, subcontractors, suppliers, and Bond Agents should be familiar with this code. The attention of all Bidders is called to the provisions of State law governing “General Contractor”, as set forth in
ALA.CODE 34-8-1, et seq. (1975), and rules and regulations promulgated pursuant thereto. The Owner reserves the right to reject any or all bids, to waive irregularities in the bids and bidding deemed to be in the best interests of the Owner, and to reject non-conforming, non-responsive, or conditional bids. No Bidder may withdraw his bid within sixty days from the date set for receiving the bids. A non-mandatory Pre-Bid Conference for this project is scheduled for 1:00 pm, February 13, 2025 at the LCWSA Operations Building (address above). By: Daryl Williamson, CEO
